The goal is to prevent harm to airport, aircraft, passengers, and crew, as well as support national security and counter-terrorism policy.
We will through a process of confidential consultation to our clients establish the existing levels oversight capability and regulation within the host nation as required by ICAO Member States. Acting on behalf of our clients with their authority, collaborate with all agencies, operators and stakeholders to establish a prioritized and staged Corrective Action Program. This CAP will define the coordinated and progressive actions required to achieve full compliance with ICAO Standards and Recommended Practices, EU Regulations and FAA Standards.
Immediate Response Service
The audit and survey of existing operational processes and standards will identify any lack of technological capability and physical security. This will include all aspects of recruitment and training, current certification and performance. Physical security refers to airport perimeter security and access control passenger and cargo screening. Any failure to protect aircraft, passengers and cargo as defined by ICAO, will establish a priority action.
Priorities are certain to include:-
- Establish existing roles and responsibilities of all control agencies regarding the protection of each airport, its perimeter and infrastructure and the protection of passengers and authorized visitors to the that airport.
- Upgrade and install new screening technology and CCTV equipment and extend coverage. This is to include explosives and narcotics trace detection equipment.
- Assess operator capability awareness, records of training and certification training, operator numbers and existing standard operating procedures.
- Expand screening to include all cargo on passenger aircraft and through cargo services.
- Ensure the landside and airside barrier is defined and enforced and the Restricted Area is protected from any unauthorized access. This will include door access controls and card swipe technology provisions.
- Examine existing processes for ID applications and records of their issue and enforcement of ID wearing and zone allocations.
- Install new physical security measures such as barriers.
- Improve non-passenger airport access controls.
- Implement canine explosive and drug detection searches on aircraft and in airside areas as a necessary supplementary security layer in Member States subject to armed conflict.
- Create passenger-screening procedures to accommodate and be respectful of cultural and religious practices, without compromising security and safety standards (e.g., respectful private screening of burqa clad females by female screeners) as is now international practice.
Flight Safety
Ascertain the number and qualifications of Flight Safety Inspectors, current certifications. Airline fleet records, aircraft certifications, pilot training and certification records, maintenance records. Examine current flight schedules.
Examine pavement quality, aircraft stands, lighting and emergency provisions.
Examine provisions for flight controls, computer aided navigation and safety management systems.
Training and Development (T&D)
Biznis Intel will as described with the authority of our clients create and deliver the Corrective Action Plan necessary to restore and revitalize the civil aviation infrastructure within the host nation. In addition and in accordance with the aims and objectives of Biznis Intel to support capacity development within the host nation throughout the contract period we will:
- Confidentially advise our clients on regulatory oversight, the National Aviation Security Program, the National Aviation Security Committee, Aviation Law.
- Confidentially advise our clients on emergency responses procedures and dealing with acts of aggression. This will require the formation of specially trained teams to fulfill the duties as well as specialist training for the fire and rescue teams existing at the airports of our clients.
- Confidentially advise on Master Planning and its formulation and cascading to all airports within the host nation.
- Confidentially advise on establishing beneficial bi-lateral air services agreements, improve contacts with the international regulatory agencies to ascertain levels of assistance if commitment to the Corrective Action Program is demonstrated.
- Mentor and advise the CAA to support the delivery of all the functions of each department of the CAA.
- Advise on revenue generation Programs and support business initiatives such as franchises and airport tenancy including hotels transport and parking.
- Train and mentor local nationals currently employed or appointed to positions within the agencies of the CAA and assessed capable, to the highest standards to assume managerial and executive duties. This will include participation on international training courses.
